LIBRARY OF CONGRESS READIES FOR POSSIBLE MOVE OF SUDOCS: A high ranking delegation from the Library of Congress (LC), headed by Deputy Librarian of Congress Dr. Hiram Davis, met on March 17 with officials from the Government Printing Office (GPO) to discuss the feasibility of transferring the Superintendent of Documents (SuDocs) division to LC. The purpose of the meeting was confirmed by GPO officials, and by a copy of the agenda that has been obtained by EPIN. Nevertheless, a spokesman for LC offered a different explanation, stating the meeting was held to discuss ways to improve "cataloging and indexing of federal documents." Additional meetings have been scheduled at department leAvels. 2. JUDICIAL CONFERENCE REDUCES ELECTRONIC INFORMATION FEE: The Judicial Conference of the United States on March 14 asked all federal courts to reduce to $.75 per minute the fee charged to access court information disseminated electronically. The fee was reduced from $1 dollar per minute to keep it in line with the cost of dissemination, according to David Sellers of the Administrative Office of the U.S. Courts. The Courts were required to charge fees for information to recover costs by Congress when it approved the 1990 Appropriation Act (PL 101-515, Sec. 404). The fee reduction was attacked by Jamie Love, Director of the Taxpayer Assets Project, who called the "requirement for user fees...outrageous" and said $.75 per minute fee "will create a barrier for public access to court information." He stated that the only ones to benefit from the fee structure are the big private information vendors. In a letter to Sen. Phil Gramm, Chair of the Appropriations Subcommittee on Commerce, Justice, State and Judiciary, Love requested congressional intervention. "Congress should repeal the current statutory requirement that courts charge fees for access to court information, and excessive fees should be prohibited," Love stated. 3. TOFFLERS SEES NEW "NEURAL SYSTEM" FOR CIVILIZATION: Alvin and Heidi Toffler, futurists and authors of "Future Shock" "The Third Wave" and "Power Shift" spoke out Friday (3/24) in Washington about the "astonishing" and "fantastic" future of the Information Age. The Tofflers appeared as the key note speakers at the Library of Congress program of the Federal Library and Information Center Committee. The central message delivered was about the fundamental changes that are now occurring and the need to "prepare ourselves for the change."
