I have used a program developed by the US Army Corps of Engineers called
CorpsCon.  It is available at:
        ftp://survey1.tec.army.mil/pub/software/
It handles State Plane Coordinates (for the U.S.), UTM, and lat/lon; all
of these with both NAD 27 and NAD 83.  You can convert one point at a
time or process an ASCII batch file.  Version 4 also handles vertical
data, a feature I have not used.
