I am mildly curious as to how this all relates to
 
(a) the EU regulations on free trade and commerce between member states
    (which would suggest that if Greek citizens are allowed to buy them,
    then other EU citizens should have equal access); and
 
(b) the EU Freedom of Access to Environmental Information Directive, which
    requires that any government-collected information about the
    environment should be made available on request, at reasonable cost
    and with no need for explanations from the enquirer as to why s/he
    requires the information. I wonder can it be argued that topographic
    information is "environmental" and hence subject to these provisions?
 
Anyone like to offer their thoughts on this? It's probably all wishful
thinking on my part! And of course this only applies to inter-Union trade.
