All USGS topos have been assigned ISBN numbers, but only the  1:24,000
sheets always come with the ISBN numbers on them (at least to us).  I assume
the other series will eventually come with ISBN # and bar codes.  The ISBN
are a permanent item now, and eventually will replace the other series.
However, the USGS software cannot handle the ISBN numbers yet, so you still
have to order using the TAZ0123 type of file number.  The USGS is currently
exploring updating at least some of their software - primarily accounting
software, but perhaps they will also address the ISBN problem.
 
In the meantime, everyone suffers.
