For colonial period photos, try the Royal Engineers who have a HUGE
collection.  I believe they also do "contract" (for lack of a better
term) work for the Belize government now so might also have contemporary
air photos.
 
You might want to contact Dr. Daniel Fenamore, Curator of the Peabody
Essex Museum, who has done considerable work in Belize and who might be
able to help you with exact contact information for the RE folks.  As I
recall, he used air photos to locate the archaeological sites he worked
on in Belize.
