I have just tried reaching www.nima.mil, and had no trouble reaching it.
It  links to the new address as indicated.  Likewise,
www.nima.mil/gns/html/ worked fine for direct access to the Geonet Names
Server (which includes the noted about the changed numeric address).
Perhaps there was some delay in updating the DNS tables, but it works fine
now (for me at least).
