If they're just going to enlarge the image and trace, and not be concerned about image distortions, then metric photography is not going to give them any compelling extra value. However, if they intend to do mapping from stereo pairs (e.g. photogrammetry), they will probably need calibrated photography (there are ways to derive camera geometry given stereo photography and copious ground control, but you would only consider doing this with, for example, historical photography).
