JOGs are restricted for sale to the public except for the JOGs of USA and
Canada.
 
Now for the government red tape part.
 
Many of the foreign JOGs are no longer restricted and should theoretically
be available.  Except that the listing of which JOGs are available is
restricted and you can't order restricted JOGs so unless you know that the
specific sheet is not restricted......  Then of course, there is no one in
NIMA tasked to sell to the public so you can't get them anyway.  NIMA has
given NOAA and USGS all other publicly available DMA/NIMA products, but have
not come to an agreement on the JOGs yet.
