I've heard reports of EDR flexing their muscle (mostly without a leg to stand on since much of the Sanborn material is no longer copyright protected) and giving libraries a hard time about how/who is using the fire insurance maps. I even heard that at one time they demanded that a library return all of the original maps to them because Sanborn Maps were merely "leased" to clients and therefore the ownership of all of the maps remained as a Sanborn asset. My advice if you want more of the maps filmed, would be to keep control of your material as you did when ERIIS and I worked with you. You select the vendor to do the filming, have two copies of the film sent to you (forward their copy once you are satisfied with the project) and just have them pay the bill. If you tell them that you won't sign anything with a restrictive use clause - they will probably still jump at the chance to get a copy of any maps that they don't have. For that matter, if they want specific maps badly enough, they may even agree to have other maps on your priority list filmed at their expense as well. The truth is, they gain a lot of credibility and make more money when they are able to offer more maps for a given site. So, the libraries might as well enjoy some benefits also.
