      (including the required motions for the FFA Parliamentary Procedure

       Four motions that are always Out of Order (even if adopted by a
      unanimous vote):

         1. Motions which conflict with laws (federal, state, or local), or
            with bylaws, constitution, or rules of the organization;
         2. Motions which present something already rejected during the
            same session, or conflict with a motion already adopted;
         3. Motions which conflict with or present substantially the same
            question as one which has been temporarily disposed of
            (meaning, Postponed, Laid on Table, Referred to Commitee, or
            Being Reconsidered);
         4. Motions which propose actions beyond the scope of the
            organization's bylaws. (However, a 2/3 vote may allow this kind
            of motion).

      The fifth printing of Robert's Rules of Order Newly Revised (10th
      edition) has corrected over 30 errors. Check the bottom line of the
      copyright page for the book's printing number.

      Forty-three teams participated in the 2002 National FFA Parlimentary
      Procedure CDE at Lousiville, Kentucky.

        Top Four Gold Medal Teams:
         First: Bear River High School, California
         Second: Ritzville High School, Missouri
         Third: Cheyenne High School, Wyoming
         Fourth: Stephens County High School, Georgia

QUESTIONS AND ANSWERS:


Two questions are answered on each E-Bulletin. Send them to
[log in to unmask] If questions that were submitted do not appear on an
E-Bulletin, they will be answered personally by e-mail. All answers are
based on the 10th edition (October 2002) of Robert's Rules of Order Newly
Revised (RONR).


Q: Must the name of the seconder of a motion be included in the minutes?


A: No, the name of the mover of important motions should be recorded in the
minutes but not the name of the unless ordered by the assembly. RONR (10th
ed.), p. 453, l. 29,30


Q: If a member on the floor abuses or casts mean, damaging, and untrue
statements upon a member, what can we do?


A: Raise a Point of Order. This type of behavior is indecorum in debate. If
you have a knowledgeable presiding oficer, he/she will at once call the
speaker to order. RONR (10th ed.) p. 247, l. 8,9; p. 380, l. 11-14; p. 627,
l. 3-35; p. 628, l. 1-19
