It makes sense that a nautical mile would refer to a minute of latitude rather than a minute of longitude at the equator.
Clarke 1866 (NAD 1927) - I get 1849.055 meters, and
GRS 1980 (NAD 1983) - I get 1849.104 meters.
The 1851.851 number comes from the original definition of the meter (1 part in 10,000,000 of a meridian through Paris).
