Subject: GIS data creation by American prisoners

Dear Maps-L:
And now for something completely different:
A couple years ago I heard from an ESRI rep that a huge portion of
public-domain GIS data (local, state, and federal) was/is produced by
inmates at various prisons throughout the United States. Do any of you
out there have any references to publications which discuss this matter
in greater detail? Do you know of any specific GIS data
creation/conversion programs at specific prisons? Are there any
listserve members who got their job training in the "Big House"?
Assuming this is indeed true, it may be necessary to update the old
joke about banging out license plates...
Thanks,
Kent
