I would record the scale as:
Scale [ca. 1:6,970,000] reduced from original "70 miles to 1 inch."
(explanation: 110 miles X 63,360 in. = 6,969,600 -- which I rounded off)
And add a 500 note:
"38% reduction from National Archives RG 77, WDMC US 320.3."

I am cataloging a map issued by the World War I-era U.S. War
Dept.
Construction Division of the Army: [Map] showing locations of camps,
army
posts, coast defenses, quartermaster & ordnance depots, hospitals,
aviation fields, etc. : b April 1, 1919 / c compiled by the Engineering
Branch of the Construction Division of the Army. The map was issued
with
the Dec. 1978 issue of Headquarters Heliogram, the journal of the
Council
on Abandoned Military Posts. The map contains a scale, along with a
statement "70 miles to 1 inch." or ca. 1:4,435,200. However, at the foot
of the map is the statement: "38% reduction from National Archives RG
77,
WDMC US 320.3." Measuring the current scale gives something like 110 or
120 miles to the inch.
How do I record the scale statement? Just the original? The
original with a correction, "Scale not determinable?" I'm apologize if
this is an elementary question; I'm still new at cataloging maps. Thanks
for any insights you can give.
