Can you clarify a bit?  The legal description of Bexar County's
boundaries are presumably set out in state statute, which probably
makes reference to the original Spanish land grants.  The county
recorder of deeds or assessor would presumably keep track of what is
the accepted boundary for legal titles and taxation.
