May I just add to this discussion a plea to also make the full scan
files downloadable by users, assuming your purpose is to make public-
domain map imagery available to the public.  Scrolling around a
limited viewing area in a browser gets very tedious when studying a
map that was originally printed on a 50 x 80 cm sheet of paper.
