I'm no rice model expert (it's been about 10 years since I ran the rice
model regularly) but I'm guessing that you have to set a bund height (code
IR009) on or before the date of irrigation.  In your case I'd guess the
model doesn't know how much water to hold on the surface so that everything
either runs off or goes into the soil.

Looking at one of the examples that comes with DSSAT I see that they also
adjust the percolation rate (code IR008) which I assume reduces the amount
of water that "leaks" into the soil.
