Kindly look at CDAC web site.It is located in Jawaharlal Nehru Technological University,Hyderabad, India.I understand that they have the capabilities to help you.It is a Government of India organisation.You need to correspond with the organisation and abide by their rules,  regulations,statutes etc.,very strictly. 

Above that,  I strongly believe and have immense faith in the wonderful scientific capabilities of  India Meteorological Department (IMD) in handling such vast data.Kindly go through its web site and ask for help.
