Horizontal accuracy in Google Earth is presumably dependent upon the
data being viewed.  Since there is little documentation that I can find
on the subject from Google, I would suggest referring to the source of
the underlying data, which is predominantly Digital Globe
(http://www.digitalglobe.com/) and LANDSAT Mosaics
(http://landsat.gsfc.nasa.gov/). As for the cursor, when I need to
determine the coordinates of a point, I put a placemark (using the
crosshairs icon) and use the lat lon coordinates given for the placemark
in its properties box.  FYI, I think that the Google Earth is using the
Platte Carre projection.
