Amanda,
I've bought these images for Durham County. They are contact prints
(the 10x10 are) made from large negatives and the quality is great. We
first purchased the indexes for Durham for each year. Then, we placed
an order once we knew the image number sequences to order. The ordering
instructions imply you don't need to go to this trouble and that they
can figure out what to send you.
You also have the option of ordering every image or alternating images
(they overlap for stereoscopic viewing, but if you just want total
coverage for half the price you can get alternating images). We got all
of them.
You're welcome to visit if you want to look at the quality. We have
some B&W, and some color I.R. for 1983.
See this web page (which has some outdated links, but it may be useful):

I'd love to get some of the pre-1955 images from National Archives, but
the expense is tremendous (my link to the info at NARA is old).
You might want to check with the county Ag Extension agent (probably an
office in Hillsborough). The one in Durham had lots of old aerial
images that I probably could have gotten them to donate to us. Just
dumped in an old filing cabinet, but I couldn't be sure how complete
they were and they were in a major mess. Also, the city/county
engineer's office had some 1980's or so aerials, not from USDA but from
their own projects, that they could probably be talked out of. Orange
may have this, too.
Most of our users have been people doing environmental impact work
relating to site prep for new development. Looking for evidence of old
gas stations, etc. on thte property.
Which counties are you thinking of getting?
