UBC Library has scanned and digitized the 1951 census boundary maps
found in Statistics Canada bound volumes. The census tract and census
metropolitan area (CMA) boundaries were digitized in ArcGIS shapefile
format for 16 Canadian metropolitan areas:
Calgary
Edmonton
Halifax
Hamilton
London
Montreal
Ottawa
Quebec
Regina
Saint John
St. John's
Saskatoon
Toronto
Vancouver
Victoria
Winnipeg
The shapefiles are available to the general public through the online
data server /Abacus/:

As the original maps were not drawn to scale, much work went into
creating the datasets with as much accuracy as possible using other
sources from the time period. If you know of any other resources that
would further help delineate accurate 1951 census boundaries, please
