I have tried to trace the problem, my findings are

Yes, the CERES-Wheat model is not sensitive to plant population density when
run in the sensitivity mode.

but

CERES-Wheat model is sensitive to plant population density when run in
the batch
mode by creating treatments of the plant population density  by changing the
"Management > Planting > plant population at seeding", in the X-File.
