We have had the exact same experience.  I considered them so 'crappy'
that I tossed them into the "Free maps" box instead of adding them to
the maps collection.

I recently received a shipment of USGS 7.5' topos from a private map
vendor after waiting several months for a USGS order that got lost.
Approximately a third of the maps appeared to have come off of a plotter
or other ink-jet type of printer.  Essentially:  they looked like DRGs
output to a mid-grade printer.  They were most definitely NOT the
product
of offset lithography.

Has anyone else experienced this?  When ordering, is there any way to
specify 'don't send the crappy ones'?  Has enyone encountered a vendor
who
is willing to do this.
