Hi Linda,
Thanks for forwarding the information inquiring about access to USGS
publications; I receive the question several times a day.
The USGS is updating the web sites; the fact sheet of interest
originated online as an html and then was converted to a pdf.
Users are directed to USGS Publications Warehouse from the old html
files from 2002. For example, the publication record in the USGS
Publications Warehouse is at: http://pubs.er.usgs.gov/publication/fs01502
-- click on the 2002 version to open the pdf version of the map scales
handout: http://pubs.usgs.gov/fs/2002/0015/report.pdf
or
the index page for the handout, which is at:
http://pubs.usgs.gov/fs/2002/0015/
- to repeat the search, use the advance search option; search by report
series (Fact Sheet) and report number (015-2002 or 015-02)

Subject: What's Going on with the USGS Website?
Does anyone know what's going on with the USGS website?
I was looking for the USGS fact sheet that explained map scales
(FS015-02) and whenever I clicked on it, it was taking me back to
the search engine for the USGS Publications. It was doing that to
other links as well. Finally, I went to the Internet Archive to find
it (I had the link bookmarked).
Has anyone else had that problem?
