It is called "Showing Flehmen" or "The Flehmen Response"
many animals do it. They do it when animals are in estrus,
but they also do it at many other times. It is seen in young
(2-3mos)foals, both males and females, as a way of identifing
mother and stimulating certain hormone development in the
young.

Here's a bit of livestock terminology trivia for someone (I had to dig deep
to find this one).
When many male animals (horses, sheep, goats, bulls, etc.) are checking
heat in females they sniff the urine when the female urinates, fold their
upper lip back, (exposing their teeth and gums), point their head upward,
and inhale deeply. This sexual response action has a name. What is it?
Valuable prize for the first person to get it right.
