Land Grants, Civil Colonies: An area of land to which title was conferred by a predecessor government and confirmed by the U.S. Government after the territory in which it is situated was acquired by the United States.

Hello All,
I have a patron who is looking for the definition of Civil Colonies in
reference to land ownership in the US southwest. I've found several
listing of places that were established as civil colonies and mentions
of land grants and civil colonies as being outside of the USPLSS, but I
can't find a definition online or in print among reference works or in
map reading textbooks.
Any help you can provide will be greatly appreciated.
