The FDLP Handbook (aka the rules) is online at
http://www.fdlp.gov/administration/handbook. Relevant sections are
5.14 ("Discarding Depository Materials") and 5.15 ("Your Depository
Cannot Financially Benefit from the Sale, Transfer, or Disposal of
Government Materials").

For add'l guidance or clarification, consult with the Regional
Depository--that's part of their job. :)
