Umm, David Miller of Carnegie-Mellon told me he was responsible for the Great American History Machine.
He never created historical boundary files for congressional districts.

Hi, Frank - With some help from the UCSB geography folks, Chris has
communicated by email with the CMU guy. So, since I figured he was now
the expert, I didn't bring his email to me on this computer. Chris
probably has more accurate information than I do. So, put a shout out
for Chris on this list. I think his last name is Winter and I think
he's from U Chicago. v
