I'm not sure this is exactly what you want - but the Newberry Library has a good database of historical county GIS.  (There was one mistake which the editor didn't quite acknowledge), but that's another story.

Anyway, what I think you want is a start date, end date (like they have in the Newberry database).  With roads, the database could get large in a hurry.
