The USGS Store website has a list of the 15' topographic maps by state at:

I’m trying to find a digital index for the USGS 15’ topo sheets. I’ve
been able to find .shp files for the 7.5, 100, and 250 series, but no
one seems to know where to find something for the 15’ series. Does
anyone have any ideas that I could track down? I certainly don’t want
to recreate something that is already in existence.
