LC, Geography and Map, has both the ground and air versions of JOG
NJ-43-16. Both are "edition 1" and compiled in 1969. We do not have
any later editions in our JOG series.

It does not appear in the current limited distribution DLA catalog which
typically happens only when an item has never actually been produced.
