We still have maps in the U-Iowa collection that are cataloged LC but not online. So in our remaining catalog <drawers> (gasp from readers, I am sure), we have over 12 inches of cards for OSS maps.
If no one library is planning on scanning it all, this would be a good project to coordinate, which sounds like what the questioners had in mind. I.e., in order to avoid duplicated effort, UI would pledge to scan one country, another institution another country.

I do not have a good estimate of what is here--it may be about the same
(700).
As a pilot project, we have scanned Argentina, Brazil, and some from
Italy. --Scott

Greetings All,
Just searched the MAPS-L archives to see if this had been asked already.
Anyone else out there have large collections of OSS produced maps in
their collections? I know John at LSU has a chunk and we have about 700
in our collection. Anyone else? How about you Scott and Mark?
Plus Mark had asked if anyone was scanning these? Did you go ahead and
scan yours Mark?
