I would like to thank Linda Zellmer from Western Illinois University for forwarding my email to someone at the USGS. This is the reply they sent to Linda:

" Thanks for forwarding the information inquiring about access to USGS publications; I receive the question several times a day.
The USGS is updating the web sites; the fact sheet of interest originated online as an html and then was converted to a pdf.


Users are directed to USGS Publications Warehouse from the old html files from 2002. For example, the publication record in the USGS Publications Warehouse is at: http://pubs.er.usgs.gov/publication/fs01502
-- click on the 2002 version to open the pdf version of the map scales handout: http://pubs.usgs.gov/fs/2002/0015/report.pdf
or
the index page for the handout, which is at: http://pubs.usgs.gov/fs/2002/0015/


- to repeat the search, use the advance search option; search by report series (Fact Sheet) and report number (015-2002 or 015-02)
