Julie,
The main reason is a lack of commitment from administrators, I think. They are reluctant to make any commitment to geographic data repository concept. Because it involves lots of disk space, manage and store different file formats, archive data, extra staff, and write a legal letter (MOU letter) to deal with ownership of their data.
Although I do not have a full commitment from administrators however, they provided me with a separate server with lots space for GIS and digital maps use. I installed all the needed software packages by myself and started selling a concept of geographic data repository to those faculty members who contacted me with a GIS analysis help. Creating geographic databases for their projects helps me to understand their research needs and made it easier for me to share our library data to them. Since I do not have full blessing from our library administrator I could not advertise this service. Hope in future we will have enough faculty members using our databases and portal that they will demand the geographic data repository service from university administrators.
If there is an infrastructure and commitment then I am pretty sure faculty members will use the service. They welcome a help. Many of them come either without much geospatial skill or do not have much time to work with data on regular basis however; they want to use the GIS tools to understand their research questions.
