Subject: Experience with "split" collections

I've been asked my opinion about splitting extremely restricted
materials between the library (where they are now) and the location of
about 90% of the users of these materials (where they would be).
What worries me is the checkin/checkout process and whether they'll be
careful about that.
Your thoughts?
Thanks, as always, for the help.
