Dear Jeremiah,
American and Russian nautical charts, especially port plans and insets
of port plans, offer great coverage of the ports of the world.
Large-scale nationally-produced topographic mapping is also available in
many cases. You are right that much of it is restricted by the original
sources, but we've managed to acquire a lot of this sort of data from
numerous sources over the years. If you identify the countries (cities,
compounds, borders) of interest, I will be happy to provide specifics.
