Poh,
I know two WWW sites that could help your patron in his search:
1. http//pubweb.parc.xerox.com/hypertext/docs/mapviewer.html
Like an electronic atlas, they have a graphical interface that let
you choose an area, zoom and select a level of details.
2.http://www.lib.utexas.edu/Libs/PCL/Map_collection/Map_collection.html
You can choose your maps by name. The places' names are
geographically organized by continents, regions, towns,.. They
have a lot of maps.
