One source for non-digital files may be aerial photographs, maps, and other planning documents held in Record Group 142, Records of the Tennessee Valley Authority in the US National Archives.
See https://www.archives.gov/research/guide-fed-records/groups/142.html#top for a description of the record group.

Subject: Need underwater topography or bathymetry for a lake
I'm helping someone who needs to make a relief model of the area around Norris Lake in Tennessee. The lake was formed when TVA built Norris Dam in the 1930s. They need to include the topography of the land under the lake. I haven't found the underwater topography available digitally. The DEMs and contour files just show the flat surface of the lake. Does anyone know where this data might be available digitally? If not, what would be the best way to create a model of the land under the lake? The 1895 1:125,000 quad does show the topography of the area before the dam.
Thank you,
