In Richmond VA, you might try the Valentine as well as the Historical 
Society.  The Valentine has some surprising things in its collection.

The Richmond newspaper, about ten years ago, did a short series on 
changes in the housing projects.  At about that  time,  some streets 
within the projects that were taken off the public road system; there 
would have to be maps in the City files to show that action.
