I think you're both right!  The map pictured is (at least based on) one prepared by the US Army Corps of Engineers: https://prd-tnm.s3.amazonaws.com/StagedProducts/Maps/HistoricalTopo/GeoTIFF/WA/WA_La%20Center_241811_1940_62500_geo.tif  So the Army symbology makes sense.
