Apparently topo. maps of China may be available at the Provincial level (if you
can find the addresses). Perhaps a generic address of the type listed below
might produce access to China topo. maps by province.

Subject: Maps of China
Does anyone know of the existence of any large scale (1:50,000) maps of
China?
Stanfords do not know of any currently in print, but there is the
possibilitythat there are some out-of-print maps around.
We need a topological map centred on the city of Wuhan, with about a 10km
radius.
Any help or suggestions gratefully received.
