I'm sure he's wrong. Lots of dive shops and boat captains will tell you that
in many countries, thinking they are saving the environment. I keep track of
the State's hearings on marine issues, and so far Lee County is the only one
to completely ban live shelling. Manatee County has a limit of two live per
species per day. Of course, you should have a fishing license if you collect
live shells from a boat or by snorkeling or in any water deeper than your
hips. Sand dollars are classed as shellfish in the State's mind, so they
would also be banned!
