The spire looks very like Acrilla but the aperture/columella are not
epitoniid. I agree, it's a freshwater or brackish cerithioid (many of
hese things can be found well above the brackish parts of rivers).
The operculum could well be epitoniid; it is more circular than those
of Melanopsis or Thiara.
