I missed a bit:
Zip lock bags are helpful for keeping your localities separate within the
boxes and buckets and small ones are good for individual shells.

The buckets and plastic boxes can safely be put in your luggage. Anything
delicate or valuable I try to take with me in carryon. At least you know the
carryon will get home with you. I once had a carryon full of shells in
Caracas and the woman at x-ray didn't believe I really had all that many
shells. I had to open things and show her!

If there aren't any laws against shelling you should have no trouble in
carrying shells with you. I've never had a problem with US customs.

I was once taking a woman from Scotland through the airport. At the x-ray
the woman (a young Hispanic) wondered what something was in her carryon. My
friend figured it out and said, "Oh, that's ma torch!" I though the woman
was going to call the guards. I quickly said, "She means a flashlight!"
