Charlie,
I'm not sure about Leisey, but can advise you on the fossil permit.  One is
required for collecting on state land, i.e. waterways, and terra firma
owned by the state.  The permits are issued by the Florida Museum of
Natural History....visit our website at www.flmnh.ufl.edu, go to the
vertebrate paleo section......I think the annual cost is $5.00.

I don't think a permit is necessary on private lands.
