The ICZN only regulates names up to superfamily level, so you can do whatever you want with orders.
According to Ponder and Waren, 1988 (Malacol. Rev. Supp. 4, p. 288-326),  Neotaenioglossa was proposed by Haller in 1882.  It's basically equivalent to Mesogastropoda without the architaenioglossans (ampullaroideans, cyclophoroideans).  Both Neotaenioglossa and Mesogastropoda are grades rather than clades and so may be rejected or substantially modified (e.g., by including the entire Neogastropoda) by the cladistically inclined taxonomists.
