Hi Brooke-
I can't advise on the legalities on Oahu now, because I lived there in the
'60's, but Hanama bay used to be excellent. Since then I have heard that
while it is still open for snorkeling, no collecting as it belongs to the
University as a research site. Still worth the walk ( uphill coming back!)
We also used to have descent luck just about anywhere along the edge of
Kaneoe Bay. Would you be interested in trading? I collect worldwide marine,
and would love a contact in your "neck of the woods"!  Karen
