Your best bet is to get the original citation and check it yourself.
Failing that, cite them both, including the URL.  It is like citing a
personal communication which you cannot verify, but you give the name of
the source to allow others to decide if they trust that person's
judgement too.  You should also ask the editor of the publication for
which you are writing what their policy is for such a citation.  If you
gave too much information it can always be trimmed as needed.
