Will locals have shelling ability or restricted?

Will vacations have to have a university or Museum grant to snorkel and
shell ?
Or is this only to keep out the large operations that strip atolls to sand ?

The comment - no one lives there ....  when was the last time they
went to Johnston or other Pacific island other than Hawaii ?  And what
season. Seasonal migration occurs with some native groups - getting away
from storm waves and danger.

Yes some of the 6 hour above water islands are questionable, but
the island people spread out naturally.

There is always two sides or more to making an area of land or water a
reserve or park or whatnot.

Several years ago the government blocked out some tracks of land in
California.
The tracks had a couple of sequoia within.  Seems logical, they were not
in danger,
just not protected.  In doing so, the rules were written that all land
owners
within the tracks had to vacate with 30 days (maybe more but not much).
This was extreme to the max as some farms were in families for many
generations
and other home sites were retirement homes.  None were paid anywhere the
worth
of the property much less time and money put into the places.
