During a recent public event we were displaying some cute Liguus snails and talking about how their coloration and patterning reflects their localities. One lady asked me where they were from, because "land snails are banned in Pennsylvania". I pointed out that some land snails are native to that state, and have always been there. "Oh no", she said, "They said on TV somewhere that land snails are banned in Pennsylvania. That's all I know".
The last sentence is the key one.
