I have never been challenged either on the beach or reef or in the airport,
unless in a National Reserve. Wherever you decide to go, Ask locally where
its ok, and follow the answers. I usually take a "pocket reference" like the
Golden field guide-Seashells of North Am. with me and make sure I ask "what
about these" showing pictures of things like Queen conchs.
